Rick brings nearly four decades of experience across emergency management, EMS, and public safety operations. His career reflects a rare blend of frontline experience and executive leadership, with a consistent focus on preparedness, coordination, and real-world response.
He served more than a decade as Director of Emergency Management for the City of Saint Paul, where he led planning and response for major events and complex incidents, working across government, public safety, and healthcare partners.
Rick’s background also includes extensive work in EMS system design, training, exercises, and program assessment. He has taught at the university level, contributed to national publications, and holds the Certified Emergency Manager designation.
What stands out most is his ability to translate experience into practical, usable strategies for organizations that need to be ready when it matters most.
