Legal/Expert Witness
Rick Larkin is a seasoned emergency management professional with comprehensive experience in developing safety and health plans for large-scale events. His work addresses the specific requirements of fairs, festivals, and special events, with an emphasis on preparedness, risk minimization, and creating resilient event environments. He has extensive experience in responding to and managing various crises and emergencies, including local emergencies and major disasters. Mr. Larkin serves as the Lead Emergency Planner for the Minnesota State Fair and, since 2021, manages the Emergency Operations Center during the 12-day fair. In this role, he oversees the annual Emergency Management Plan review and update, coordinates interagency operations, and implements severe weather protocols. He is also involved in the pre-fair senior leader emergency exercise planning and delivery. Previously, he served as the Director of Emergency Management for the City of Saint Paul, Minnesota. With over 30 years of experience in public safety, his career includes roles such as Emergency Medical Technician/Paramedic, Firefighter, and Emergency Management practitioner. He holds numerous certifications and instructor-level qualifications and is an active member of the Event Safety Alliance and the International Association of Fairs and Expositions (IAFE) Safety and Security Committee. Mr. Larkin’s expertise includes emergency planning, training and exercises, emergency plan development and review, incident investigation and review, and insurance claim and litigation consulting. He holds a Master of Arts degree in Public Safety Administration, is a Certified Emergency Manager, and is also a Certified Amusement Safety and Security Associate (CASSA).
